Greenbacker relies on the Smart Power Plant Controller

The Holtville BESS, one of Greenbacker’s largest standalone storage projects, delivers 30 MW of power and 120 MWh of storage capacity—enough energy to supply approximately 4,119 homes for 24 hours, which is roughly equivalent to the entire population of Holtville. Coordinating 54 Sungrow battery containers and nine inverters as a single, intelligent power plant requires sophisticated control. To meet this challenge, Greenbacker selected Bachmann electronic’s Smart Power Plant Controller (SPPC), a flagship platform for utility-scale renewable energy and storage control. Layered on top is a SCADA and award-handling system, adding another level of operational sophistication.

SPPC—the Brain of Holtville BESS

The SPPC acts as the central “brain” of the Holtville BESS. It supervises and coordinates all system components, ensuring they operate as a single, compliant power plant. The system receives setpoints from higher-level energy management and grid systems, executes them in real time, and continuously monitors performance to maintain stability and efficiency.

In addition to controlling the batteries, the SPPC interfaces directly with the wider grid, supporting smooth integration and fast response to changing conditions. Its modular and scalable architecture allows additional inverter blocks or storage containers to be integrated in the future, supporting potential expansions or hybrid configurations such as solar-plus-storage without major redesign.

Fast, Precise Control for a Stable Grid

The Smart Power Plant Controller supports peak demand management by continuously balancing power flows, keeping the plant’s import and export within defined limits while optimizing the use of stored energy. This fast, precise control enables the system to respond dynamically to changing demand and operating conditions, for example by adjusting charging and discharging behavior in real time.

Beyond peak management, the BESS plays an active role in stabilizing the grid. The Smart Power Plant Controller itself provides high-precision measurement and ultra-fast control, supporting frequency response and droop control to maintain grid stability. The SPPC continuously monitors the grid with frequency accuracy of ≤1 mHz, performs 12 updates per electrical cycle, and maintains voltage and current precision within 0.1 %. This combination of speed and precision allows the SPPC to respond almost instantaneously to fluctuations, ensuring predictable and stable performance across the entire battery fleet.

By combining precise grid measurement modules, such as the GMP232/x series, with the SPPC’s advanced control algorithms, the system can respond rapidly to grid events, track frequency with extremely high resolution, and deliver stable, predictable power output even under challenging conditions.

These control functions are carried out by the Smart Power Plant Controller, which can communicate via a wide variety of industry protocols, including multi-stream DNP3. Through this connection, the SPPC exchanges 78 variables with the CAISO RTAC, enabling precise coordination with the grid operator and ensuring full compliance with TSO specifications.

Designed for Regulatory Compliance and Future Standards

Beyond operational performance, the Holtville BESS is designed with regulatory compliance and future standards in mind. Inclusion in the NERC CAT2 registration requires accurate steady-state and dynamic models, as well as specific protection, performance, and coordinated voltage and reactive control measures. The Smart Power Plant Controller already meets these requirements, having been developed to comply with Germany’s strict connection guideline VDE-AR-N-4100. In addition, the SPPC provides robust industrial-grade reliability and integrated cybersecurity, including multi-level user access management fully compliant with IEC 62443. This combination of proven engineering standards and secure operation ensures that the SPPC provides the reliability and robustness required to meet strict utility-scale grid compliance standards.
